Context of the meeting:

*       In the beginning of 2014, the Commission has proposed how the energy policy should look like after 2020 with outlook to 2030. Itproposed only two targets: Cut greenhouse gas emissions by 40% and increase renewable energy sources to 27%. Although the Commission claims in all its documents, that EE (energy efficiency) is the best energy source that can help achieve multiple benefits (climate targets, energy security - esp. regarding Russia, create jobs and increase competitiveness, etc.), it didn´t propose any target for EE. Instead it left the issue open, stating that a big review of EE policy is coming up in summer and we will see depending on that.

*       Meanwhile, the European Parliament requested from the Commission three binding targets: GHG 40%, renewables 30% and EE 40%.
*       As it became clear that the Commission will not take the lead on this and in fact started stalling, the focus of the advocacy groups (both pro and against) moved to the Council level, i.e. individual member state governments.

 

A group of countries formed around UK that argue Europe only needs one target for GHG and no other targets. This group included most Eastern European governments.

 

The gamechanger was, when in June Germany for the first time officially said at Energy Council that they requested a binding EE target and were joined by six other countries (IE, DK, BE, PT, GR, LUX). In July France announced they also want a binding target and the new incoming Commission president Juncker said the same thing.

 

On July 23 the Commission published their long-awaited EE communication including a lengthy impact assessment in which it argues the cost-effective potential for EE in EU by 2030 is 27-28% - and got immediately criticized for rigging the numbers reducing the ambition. Because Juncker exerted last-minute pressure on Barroso, Commission proposed 30%.

In order to encourage our authorities to support the EE target of 30% or greater in the European Council, we call up for  a Policy task force meeting in order to do the following actions:

 

1.Write a draft letter, after we find out Romania's position

2.Sign the letter together with the CEOs of our members

3.Send the letter & follow up by meeting requests

4.Provide our position to the media via a press release and information session
