Emilia Cerna Mladin

Ph.D., Dr., Ing. | Professor at the Polytechnics University, Bucharest

Dr. Mladin holds a Masters in Power Plant Engineering from University Politehnica / Bucharest and a doctoral degree in Thermal Fluid Sciences from Clemson University/ South Carolina. She is the president of the Romanian Association of Energy Auditors for Buildings and serves as vice-president of one of the 5 commissions in charge with the certification of energy auditors in Romania. She is a member of the Scientific Council of the International Centre of Heat and Mass Transfer (ICHMT) and she consults as an expert for the European Commission in Brussels evaluating and monitoring projects on energy, environment and sustainable development.

Dr. Mladin is a university professor at the departments of Mechanical Engineering and Engineering Studies in Foreign Languages at the University Politehnica / Bucharest and has also lectured nationally and internationally at the University of Architecture/Bucharest, as visiting professor at Clemson University in South Carolina and at the University of Reims/France and within a program of inter-university cooperation with the University La Sapienza / Rome, the University Pau/France and the University of Lyon/France.

Dr. Mladin completed numerous international projects on energy efficiency and certification of buildings; she acted as key consultant in the UNDP projects on Climate Change Country Report and Energy Efficiency in Low Income Households, as coordinator of the European project on Energy Auditor Training Modules and participated within the IMMOVALUE EC project about the implementation of energy indicators into the financial valuation methodologies for buildings.

She authored multiple textbooks for undergraduate and graduate students, as well as for post-university training for energy auditors. She has consulted with the Ministry of Regional Development and Tourism and the Ministry of Economy and Finance Romania to transpose the European Union's Energy Performance of Buildings Directive (EPBD) and the Energy Service Directive (ESD) into the in-force legislation.

Dr. Mladin is an active promoter of energy efficiency and green features within the national policies and strategies and she was also part of multiple pilot projects demonstrating the feasibility of energy efficiency benefits.
